Prepare a clear labor-category addition package

Translate a genuine service capability into a consistent, reviewable change proposal.

Published by Federal Bid Partners LLC · October 26, 2026 · Service additions

A labor-category addition should describe work your company can actually deliver. Start with the operational need, then connect it to the contract change you are requesting. The current MAS Modification Guide includes guidance for adding professional services, labor categories, or training; applicable SIN and solicitation requirements can add detail. Use that official checklist as the required-document reference. The working method below helps make your evidence coherent. Read the current modification guide.

Start with work, not an impressive title

Write a plain-language description of the tasks, deliverables, responsibility level, and qualifications. Explain how the category differs from the closest existing category. If the distinction is only a new marketing name, ask whether you have identified a real capability difference. A reviewer should be able to tell which role fits a proposed task without guessing what your internal titles mean.

In a fictional example, Shoreline Systems already offers a systems analyst category and proposes a cloud migration lead. Its first draft says both roles “support IT projects.” That gives the reviewer little to evaluate. The revised draft distinguishes migration planning, cutover coordination, and technical decision responsibility from the analyst's requirements-documentation work. The team then checks whether those activities fit the relevant awarded SIN and proposed scope.

Use a comparison sheet

  • Identifier: a stable name or code used consistently across every file.
  • Core tasks: concrete activities rather than broad promotional claims.
  • Minimum qualifications: clear education and experience language, including any proposed substitutions.
  • Existing overlap: the nearest approved category and the meaningful difference.
  • Proposed pricing: unit, period, assumptions, and supporting evidence.
  • Source mapping: the document or responsible owner supporting each statement.

Read the comparison horizontally. A demanding description paired with unexplained minimum qualifications is a question to resolve. An hourly price beside a monthly unit is a correction to make. Shoreline's finance reviewer notices that one spreadsheet uses the internal salary band instead of the proposed contract rate. The comparison catches that mistake before it appears in the submitted package.

Keep capabilities and contract authority separate

A company may employ someone with a skill before that skill is reflected in a proposed contract addition. Label the package “requested addition” throughout internal materials. Do not let a draft category quietly become part of an approved offering in proposal templates. GSA explains that bilateral modifications involve signatures from the authorized contractor representative and contracting officer. Preserve the executed result as the release authority. See GSA's contract-modification explanation.

Maintain a small question log alongside the draft. Examples include a qualification substitution that needs explanation, an unclear boundary with another category, or a supporting document that does not match the requested scope. Assign an owner and a due date to each question. Replace vague “ready” labels with the evidence actually obtained.

Perform a reviewer walk-through

Give an uninvolved colleague the cover letter, comparison sheet, and proposed supporting files. Ask them to identify the addition, explain why it is distinct, locate the proposed price, and identify the current official checklist. If they must ask which spreadsheet is final, the package needs another pass. The aim is a clear request that supports evaluation, without implying that strong presentation guarantees approval.
